Thirty-two industries, including rare-earth permanent magnets in Inner Mongolia, have been included in the Western Region’s Catalogue of Industries Encouraged for Development.

　　On August 20, the National Development and Reform Commission released the “Catalogue of Encouraged Industries in the Western Region,” which covers 32 industries—including the development and production of high-performance rare-earth permanent magnetic materials—in the Inner Mongolia Autonomous Region, primarily concentrated in manufacturing and the service sector.

　　According to the Catalogue of Industries Encouraged in the Western Region, the 32 industries in the Inner Mongolia Autonomous Region are as follows: cultivation and processing of psammophytic plants; development and production of compound live‑microbe preparations and feed‑grade microbial additives; production of organic–inorganic compound fertilizers; construction and operation of back‑pressure cogeneration units; construction and operation of solar power generation systems; construction and operation of wind farms; research, development, and application of smart microgrid technologies based on distributed energy; biomass power generation using high‑oil microalgae; development and production of high‑performance rare‑earth permanent magnets, luminescent materials, hydrogen‑storage materials, and catalytic materials; research, development, and application of new materials such as germanium and uranium; manufacturing of civilian nuclear fuel assemblies for heavy‑water reactors, pressurized water reactors, and gas‑cooled reactors; development and utilization of thorium resources; production of high‑purity germanium and optical‑fiber communication products; production of fine chemical products—including polyoxymethylene at 60,000 tons per year or more, dimethylformamide at 60,000 tons per year or more, and polyvinyl alcohol at 60,000 tons per year or more; deep processing of a single set of anhydrous coal tar with an annual capacity of 150,000 tons or more; development and application of mercury‑free catalyst technology for polyvinyl chloride production; production of fine fluorine‑chemical products such as hexafluoroethane (excluding projects classified as restricted or phased out in the Guidance Catalogue for Industrial Structure Adjustment); development and production of novel carbon materials, including graphene and nano‑carbon materials, fine‑structured graphite, biochar, and lithium‑battery anode materials; production of refractory products based on coal‑derived kaolin as a substitute for high‑alumina bauxite, along with other non‑metallic refractories and related products; production of large‑diameter, high‑pressure, thick‑walled boiler tubes; research, development, and manufacture of rare‑earth permanent‑magnet magnetic resonance imaging equipment with a magnetic induction intensity of 0.3 T or higher; manufacturing of small household wind turbines for pastoral areas; complete vehicle manufacturing, including specialized vehicles (excluding standard trailers, dump trucks, box trucks, and stake‑body trucks); manufacturing of off‑road mining dump trucks with a capacity of 300 tons or more; wool and cotton textile processing; processing and production of ethnic handicrafts; construction and operation of rural water‑supply projects (including extension of urban water‑supply infrastructure to rural areas); road passenger transport; operation of civil airports (including production and business activities directly related to airport operations); broadband network construction and operation; construction and operation of large‑scale or extra‑large data centers; construction and operation of port logistics facilities (including logistics warehouses, storage yards, loading/unloading and handling equipment, multimodal transshipment facilities, and logistics information platforms); operation of medical institutions; pilot training; and development and application of environmental protection technologies for treating rural domestic sewage, solid waste, and livestock and poultry manure.

　　It is understood that the “Catalogue of Industries Encouraged in the Western Region” came into effect on October 1, 2014. Under national fiscal and tax policies, enterprises engaged in industries listed in the catalogue will be subject to a corporate income tax rate of 15%, compared with the current statutory rate of 25%. The issuance of this catalogue is expected to play a crucial role in supporting the development of enterprises in the Inner Mongolia Autonomous Region and in fostering economic prosperity across the western region.
