The High-Tech Zone’s independently developed rare-earth end products have been recognized.

In 2016, the Baotou Rare Earth High-tech Industrial Development Zone signed agreements with 11 projects to locate within the zone, covering areas such as rare earth permanent magnet materials and downstream processing, automated magnetic‑material testing, and auxiliary equipment for multi‑wire cutting. By 2020, the zone’s production capacity for rare earth magnetic materials is expected to exceed 50,000 tons, with output surpassing 30,000 tons, making it one of the world’s largest bases for the production and sales of neodymium‑iron‑boron (NdFeB) rare earth materials and their advanced downstream products.

Along the way, Baotou’s rare-earth industry has attracted widespread attention. Following the founding of the People’s Republic of China, Vice Premier Fang Yi visited Baotou seven times to provide guidance on the development of the rare‑earth sector. In 2014, during his inspection of Inner Mongolia, President Xi Jinping emphasized the need to shift away from the traditional model of resource‑based growth that relies on “extracting and selling raw materials.”

　　With the mission firmly on our shoulders, now is the time to forge ahead. As the nation’s only national-level high-tech zone named after “rare earth,” Baotou Rare Earth High-Tech Zone has, in recent years, made it its mission to prioritize the development of new materials and end‑use applications in the rare earth industry. By continuously innovating its approach, optimizing the business environment, and pooling resources to drive the transformation and upgrading of the sector, the zone has cultivated a comprehensive rare earth industrial cluster integrating research, production, testing, and trading. This cluster exhibits a sustainable growth trajectory characterized by leading enterprises serving as catalysts, core firms clustering together, and a vibrant cohort of emerging startups. Consequently, it has been successively designated as one of the first national “National Demonstration Bases for New‑Type Industrialization—Nonferrous Metals (Rare Earth New Materials)” and “Baotou National High‑Tech Industrialization Base for Rare Earth New Materials,” as well as a pilot city under the National Innovative Industrial Cluster Development Program and a pilot city for the transformation and upgrading of the national rare earth industry.
